Vaccine distribution challenge is looming, by Sarah Zhang, The Atlantic, Sep 28, 2020 The COVID-19 vaccines furthest along in clinical trials are the fastest to make, but they are also the hardest to deploy …On the day that a COVID-19 vaccine is approved, a vast logistics operation will need to awaken. Millions of doses must travel hundreds of miles from manufacturers to hospitals, doctor’s offices, and pharmacies, which in turn must store, track, and eventually get the vaccines to people all across the country. The Centers for Disease Control and Prevention, along with state and local health departments, coordinates this process. These agencies distributed flu vaccines during the 2009 H1N1 pandemic this way, and they manage childhood vaccines every day. But the COVID-19 vaccine will be a whole new challenge… The two leading vaccine candidates in the U.S.—one developed by Moderna, the other by a collaboration between Pfizer and the German company BioNTech—have progressed so quickly to clinical trials precisely because they are the fastest to make and manufacture. They rely on a novel vaccine technology whose advantage is speed, but whose downside is extreme physical fragility. These vaccines have to be frozen—in Pfizer/BioNTech’s case, at an ultracold –94 degrees Fahrenheit, colder than most freezers—which will limit how and where they can be shipped…

Global partnership to make available 120 million affordable, quality COVID-19 rapid tests for low- and middle-income countries, press release by World Health Organization, Sep 28, 2020 and read: report in The Guardian, Sep 28, 2020 A set of agreements to make available for low and middle-income countries affordable, high-quality COVID-19 antigen rapid tests were today announced by the Access to COVID-19 Tools (ACT) Accelerator… The tests developed by U.S. firm Abbott and South Korea’s SD Biosensor are highly portable, reliable, and easy to administer, making testing possible in near-person, decentralized healthcare settings. Both companies’ tests are faster and cheaper than laboratory-based tests, enabling countries to increase the pace of testing, tracing and treating people for COVID-19 at the point of care particularly in areas with under-resourced health systems…

Turkey backs Azerbaijan in war with Armenia, making rival Russia vulnerable. Analysis by Amberin Zaman, Al-Monitor, Sep 30, 2020 As the four-day-old war pitting Azerbaijan against Armenia over the breakaway Nagorno-Karabakh enclave continues to escalate with dozens of casualties on both sides, there are growing indications that the latest conflagration between the traditionally hostile former Soviet states was not sparked by accident but was preplanned by Azerbaijan and its regional ally Turkey…
[The writer speculates without evidence that Russia may end up supporting Azerbaijan’s territorial ambitions to take control of the autonomous Armenian territory of Nagorno-Karabakh. She hits much closer to the truth in her conclusion: “Through its intervention in the southern Caucasus, Turkey is seeking to create leverage over Russia in Libya but above all in Syria. Turkey’s ‘basic logic’, says analyst Kevork Oskanian, is, ‘If you meddle in my backyard, I’ll meddle in yours.’ “].

At UN General Assembly, Secretary-General Antonio Guterres warns against a ‘new Cold War’ while Trump disparages China and the World Health Organization. Report by Deutche Welle, Sep 22, 2020

Vladimir Putin speaks to the annual meeting of the United Nations General Assembly, calls for cooperation in fighting pandemic and lessening of arms race. Text of the speech published on the website of the President of Russia, Sep 22, 2020 Here are excerpts from the speech:

…I am convinced that this anniversary makes it incumbent upon all of us to recall the timeless principles of inter-state communication enshrined in the UN Charter and formulated by the founding fathers of our universal Organization in the clearest and most unambiguous terms. These principles include the equality of sovereign States, non-interference with their domestic affairs, the right of peoples to determine their own future, non-use of force or the threat of force, and political settlement of disputes.

…Experts are yet to fully assess the scale of the social and economic shock caused by the pandemic and all its long-term consequences. However, it is already evident that it will take a really, really long time to restore the global economy. Furthermore, even the proven anti-crisis measures will not always work. We will need new innovative solutions. The only way to elaborate such solutions is to work together… We have to do our utmost to prevent this unemployment from growing long-term and ensure that people return to work and can support their families instead of finding themselves imprisoned by poverty with no prospects in life… Russia is sure that all capacities of the global pharmaceutical industry need to be employed so as to provide a free access to vaccination for the population of all states in the foreseeable future.

On the day that world leaders gathered in New York City for the 71st annual meeting of the UN General Assembly, the New York Times editorial board publishes a harsh anti-Russia editorial. Sep 23, 2020
[The New York Times published a harsh editorial on September 22 directed against the people and government of Russia. It is titled ‘Vladimir Putin thinks he can get away with anything’. The editorial all-but accuses the Russian president of ordering the killing of fringe opposition politician Alexei Navalny. It reads, “In the face of Kremlin stonewalling, many questions remain unanswered and are likely to remain so. Chief among them is whether President Vladimir Putin ordered or approved the attempted assassination.” The sum total of evidence for the accusation of ‘poisoning’ of Navalny are claims made by police and government officials in NATO-member Germany. No evidence has been provided by Germany to the world or to the Russian government. The message is ‘trust us’.
[It is no coincidence that the Times editorial appeared on the very day when President Putin delivered his address to the annual (virtual) meeting of the United Nations General Assembly in New York City. His speech called for international cooperation in the fight against the SARS-CoV-2 pandemic and for ending the new arms race being spearheaded by Washington. These ideas are anathema to the military-industrial complex that rules in Washington and to the corporate media that serves it in the U.S. and in its allied countries.
[In his speech to the virtual UN gathering, Donald Trump praised his regime’s grim pandemic record, calling it a success. He opened with a racist meme: “Seventy-five years after the end of World War II and the founding of the United Nations, we are once again engaged in a great global struggle. We have waged a fierce battle against the invisible enemy — the China virus…” It was all downhill from there. Trump bragged and then repeated his racist accusation against China: “…We will distribute a vaccine, we will defeat the virus, we will end the pandemic, and we will enter a new era of unprecedented prosperity, cooperation, and peace. As we pursue this bright future, we must hold accountable the nation which unleashed this plague onto the world: China…”
[Like Trump himself, the New York Times editorial board lives in a fantasy world and is a threat to the safety and well being of the world’s people. That’s also true for the entirety of corporate media in the West. CNN has published a harsh, anti-China commentary on the speech to the General Assembly by China’s president Xi Jinping. The commentary notes the contempt with which the United States is increasingly held under Trump and the contrasting respect for China, including for its cooperative assistance in fighting the SARS-CoV-2 pandemic. CNN notes uncomfortably, “Trump spent much of his UNGA speech attacking China, which he blamed for having ‘unleashed this plague onto the world’.” But the CNN commentary is nothing more than a harsh attack against China. Its headline summarizes the impossible balancing act in which the publication’s editors walk, and it also shows to whom CNN owes its ultimate loyalty: ‘Contrast couldn’t be greater between Trump and Xi at the UN, but Chinese leader is the true authoritarian’, reads the headline. The Washington Post, for its part, recently published a series of eight editorials arguing against a re-election of Donald Trump. But when it comes to Russia and China–even more when it comes to Venezuela and Cuba–the newspaper is no less aggressive and no less imperialist than its New York Times and CNN counterparts.
[One big reason for the hatred by corporate media in the West against Russia and China is the two countries’ principled defense of the sovereignty of countries that come under attack by imperialism. This was a centrepiece of the UN speeches by presidents Putin and Xi Jinping. Two countries most targetted by the imperialists are Cuba and Venezuela. A sharp reminder of this is delivered in a New York Times article on September 23 reviewing the grim toll of the SARS-CoV-2 pandemic on the countries of Latin America. The article explains, “No part of the world has been as devastated by the pandemic as Latin America. Mexico, Brazil, Peru and other Latin American countries — hobbled by weak health systems, severe inequality and government indifference — have several of the highest deaths per capita from the virus in the world.” No mention whatsoever is made in the article of the record of Cuba and Venezuela, whose successes in combatting the pandemic stand in sharp relief to the record of the countries that live, and are dying, in the orbit of dominance by the U.S. and its imperialist allies in Canada and Europe.]

[Friday, September 18 was the deadline for wealthy countries to sign onto and pay into the international cooperative vaccine project for SARS-CoV-2 titled ‘Covax’. The project is led by the World Health Organization; GAVI, the Vaccine Alliance; and Coalition for Epidemic Preparedness Innovations (CEPI). The list of wealthy countries that have signed a ‘commitment agreement’ and ‘confirmation of intent to participate’ is published here on the website of GAVI. The U.S. has specifically repudiated participation while some of its imperialist allies, including Canada, have been playing the double game of “expressing interest” in the project while simultaneously using their financial clout to pay pharmaceutical companies for guaranteed supplies of whatever successful vaccines the companies may eventually develop. Canada, for one, just signed its fifth such agreement, for a total expense of one billion dollars (CBC News). According to the CBC, Canada still has not made a specific financial commitment to Covax, though September 18 was supposedly the deadline date to do so (already postponed from August 31 due to laggard countries). Ninety two low- and middle-income countries have for some time signed on as member-beneficiaries of the project. The list of the 92 countries as well as details of how the project is to be administered is contained in this media release by GAVI dated July 31, 2020. China and Russia have not joined Covax because they are already producing vaccines with initial distributions and have committed to sharing their vaccines with poorer countries as the vaccines pass clinical tests. As well, the two countries are victims of economic sanctions by Western governments and so cannot depend on cooperation from such governments for critically important ventures such as vaccine development.]

The ten-page letter provides a detailed review of Julian Assange’s legal saga in Britain, including his ongoing detention and the effort to extradite him into the U.S. prison gulag. Majid Takht-Ravanchi, Iran’s ambassador to the United Nations

Related: U.S. will never see return of ‘non-existent’ anti-Iran resolutions declares Iran’s ambassador to the United Nations, Press TV, Sep 21, 2020
[The Trump administration unilaterally declared on September 19 that it considers all ‘snapback’ UN sanctions against Iran to be restored. Most of the world will quietly ignore the pronouncement, though contrary to the impression left by Al Jazeera, most of the leading imperialist countries in the world do maintain restrictions if not sanctions in their relations with Iran. Canada, for example, closed its embassy in Tehran in 2012 and never re-opened it. (See: ‘Sanctions against Iran’, in Wikipedia.) ‘Snapback’ refers to the mechanisms in the 2015 nuclear energy agreement between Iran and member countries of the United Nations. The agreement lifted many of the most crushing sanctions then in place against the Islamic Republic, but these would ‘snap back’ into place should Iran be found in violation of the agreement. The United States walked out of the 2015 agreement on November 5, 2018, so it cannot invoke the snap back mechanisms because it is no longer a party to the agreement. The annual, high-level meetings of the UN General Assembly commence on September 21.]

Stephen Cohen, b 1938; Professor of Politics, Emeritus at Princeton University; Professor of Russian and Slavic Studies, Emeritus, at New York University

Stephen F. Cohen, influential historian of Russia, dies at 81, by Robert D. McFadden, New York Times, Sep 18, 2020
…Loosely identified with a revisionist historical view of the Soviet Union, Professor Cohen held views that made him a controversial public intellectual. He believed that early Bolshevism had held great promise, had been democratic and genuinely socialist and was corrupted only later by civil war, foreign hostility, Stalin’s malignancy and a fatalism in Russian history… Professor Cohen first came to international attention in 1973 with Bukharin and the Bolshevik Revolution, a biography of Lenin’s protégé Nikolai Bukharin who envisioned Communism as a blend of state-run industries and free-market agriculture [book review by Harrison Salisbury here]. Critics generally applauded the work, which was a finalist for a National Book Award… …In his 1985 book Rethinking the Soviet Experience, Professor Cohen offered a new interpretation of the nation’s traumatic history and modern political realities. In his view, Stalin’s despotism and Mr. Bukharin’s fate were not necessarily inevitable outgrowths of the party dictatorship founded by Lenin…
[The New York Times obituary of Stephen Cohen neglects to Cohen’s outspoken opposition to the new cold war gang-up against the Russian government and people by the imperialist countries in the NATO military alliance. The gang-up began in 2014 when the Russian government refused to accept the legitimacy of the extreme-right coup d’etat in Ukraine in February 2014. Most damning, from the NATO viewpoint, were the Russian government’s actions in defending the people of Crimea as they quickly came under threat by the new coup regime. Most Western leftists–confused by ultraleft dogma, influenced by the ingrained, anti-Russia prejudices dating from the Cold War era, and spoiled by the material comforts of living in the West–have turned their backs on the people of Russia and Crimea, refusing to oppose the harsh sanctions and constant military threats by the NATO powers against them. Stephen Cohen’s 1973 biography of Nicolai Bukharin has long been cast aside by these leftists because they reject the lessons of the successful, mixed-economy New Economic Policy that guided the early Soviet Union from 1921 until the policy’s abrupt ending in 1928 by the rising governing regime led by Joseph Stalin.
[Not to be silenced, some of the comfortable leftists are now, following the death of Cohen, penning assessments of Bukharin’s economic theories. Bukharin’s analysis of the rise of capitalist imperialism as well as his advocacy of the mixed-economy ‘New Economic Policy’ closely paralleled those of his colleague and acknowledged inspiration VI Lenin. But the modern-day epigones are casting Bukharin as an advocate of capitalist restoration in his time and an ideological inspiration for the capitalist penetrations that transformed the Soviet Union and People’s Republic of China during the 1980s and 1990s. They are simultaneously ignoring Stephen Cohen’s magistral analysis of the economic policies of the Soviet Union during its first 20 years, as contained in his 1973 biography of Bukharin and in later writings.]

But a detailed review of the 10-day period from late January, when Trump was first warned about the scale of the threat, and early February — when he acknowledged to author Bob Woodward the extent of the danger the virus posed — reveals a president who took relatively few serious measures to ready the nation for its arrival. * Leading ecosocialist John Bellamy Foster takes a pass on opposing the U.S.-led new cold war (and nuclear arms race) against China and Russia. Interview with John Bellamy Foster, appearing in MR Online, Sep 5, 2020 From the interview: ‘…Every advance of China economically and in every other way—for example the Belt and Road initiative—is now viewed by the ruling interests in the United States as a threat to the U.S. imperium. The reign of capital, which is incompatible with any kind of global government, pushes us inevitably in the direction of global Armageddon, just as it is pushing us toward climate conflagration. The only answer is to leave the burning house, and build a socialist future, geared to a world of sustainable human development…’
[Building a socialist future is inextricably tied to opposing the rising militarism and wars of the imperialist countries. China is not an imperialist country, nor is Russia. They are sovereign, state-capitalist states which the imperialist powers wish to subjugate. They are the targets of imperialism’s militarism drive, including its new cold wars and its new nuclear arms race. Socialists must oppose the prevailing anti-Russia and anti-China hysteria and integrate this into their antiwar strategy.]

Russia calls Germany’s ‘bluff’ on accusations of ‘poisoning’ of fringe politician Alexei Navalny. Report in Deutsche Welle, Sep 8, 2020 …The German government has so far refused to publish the full results of the toxicology tests which were carried out on Alexei Navalny in a Berlin hospital…
[The refusal of the German government to release the results of the toxicology tests of Alexei Navalny follows the pattern of the 2018 accusations by Britain that agents of the Russian government poisoned former GRU (Soviet military intelligence) double agent Sergei Skripal and his daughter Julia Skripal in London on March 4, 2018. Recall that according to the official UK government investigation, the Skripals are alleged to have contracted ‘novichok’ from the doorknob of their house upon leaving to go to a local pub and then to a local restaurant for lunch. After all that, they collapsed while sitting on a park bench. Colonel Alison McCourt, chief nurse of the British Army, no less, and her daugher Abigail just happened to be walking by and administered first aid and called an ambulance. (That information was inadvertently released by the daughter ten months later.) All three alleged victims ‘miraculously’ escaped death from the ‘novichok’ class of neurotoxin poisons, said to be one the deadliest poisons on Earth.].

New round of anti-Russia frenzy in Western media, sparked by Germany’s unproven claim that fringe, pro-Western politician Alexei Navalny was ‘poisoned’ by ‘somebody’ in the Russian government apparatus, Sep 4, 2020 [Below are three readings on the subject. The German government claims that ‘someone’ in the Russian government arranged to poison Alexei Navalny. But it is offering no evidence; only the specious claim that the ‘novichok’ chemical that was allegedly used against the fringe politician dates from the era of the Soviet Union and therefore must have been the act of an organ of the Russian government. (‘Novichok’ is not a chemical, it is a name for a class of chemicals.) This accusation follows the script of earlier, anti-Russia accusations, in which the preceeding, unproven accusation(s) are newly presented as fact. In this latest case, Western media and governments calmly present the ‘poisonings’ of Sergei Skripal and his daughter Julia in London in March 2018 and ‘interference’ by Russia in the 2016 U.S. election as established facts. (The Skripals ‘miraculously’ survived their alleged poisonings by ‘novichok’–said to be one the deadliest poisons on Earth–and now live quietly in New Zealand.) One of the big questions raised by the German government declaration is why the government is prepared to risk completion of the ‘Nordstream 2’ gas pipeline that will carry large volumes of gas from Russia to Germany under the Baltic Sea. Germany already receives half of its natural gas from Russia and needs to boost that supply due to the phasing out of its nuclear energy and the popular pressure to end its very large use of coal. The U.S. wants the project cancelled in order to weaken Russia and boost sales of U.S. liquefied natural gas. Politicians across the mainstream spectrum in Germany, including in Chancellor Angela Merkel’s own party and the Green Party as well as anti-Russia media commentators and editorialists are now also calling for cancellation in the midst of the new, anti-Russia frenzy. Most of the political left in the Western countries is greeting this latest salvo in the new cold war against Russia with a blank stare and silence, including the groups of ultraleft Trotskyism that have morhped into right-wing socialists over the course of the past several decades. They have forgotten, or never learned, that socialist principle obliges the working classes of the world to defend peoples and governments that come under attack by imperialism, for example, as the people of the world did in 2003 at the time of the imperialist attack against the people of Iraq. The former leftists comfort themselves by claiming that the state capitalist systems in Russia and China are themselves ‘imperialist’ and therefore unworthy of defense, but this argument is vacuous and factually inaccurate; it is phraseology in place of materialist analysis.].

* Canada still equivocating on its commitment to COVAX, the international Covid-19 vaccine alliance, while simultaneously using its financial clout to guarantee future vaccine supply from U.S. pharmaceuticals, Sep 2, 2020
[COVAX is an international partnership aiming to speed vaccine development, secure doses for all countries, and distribute them to the most high-risk segment of each population. It is led by three organizations—the World Health Organization; GAVI, the Vaccine Alliance; and Coalition for Epidemic Preparedness Innovations (CEPI). There are 172 countries involved. The following is from an August 24, 2020 report published by WHO: Eighty higher-income economies, which would finance the vaccines from their own public finance budgets, have so far submitted ‘Expressions of Interest’ ahead of the deadline of 31 August for confirmation of intent to participate. The higher-income countries would partner with 92 low- and middle-income countries that will be supported by the ‘Advance Market Commitment’ (AMC) if it meets its funding targets. Together, this group of 172 countries represents more than 70% of the world’s population. (End citation)
[One month ago, Canadian Press reported that Canada was a “part of” COVAX, citing Karina Gould, Canada’s international development minister. It was a clever use of words by the minister, repeated by a gullible reporter. Canada is part of the 80 wealthier countries that have formally ‘expressed interest’. But 43 of the 80 ‘interested’ countries missed the August 31 deadline to pay a financial commitment, including Canada. So the deadline has been extended to September 18. A spokesperson for Karina Gould says he is sure Canada will pay up by the new, extended deadline date. (source: Canadian Press) The U.S. government is formally boycotting COVAX. Simultaneously, Canada is following a different vaccine path, by virtue of its financial clout. On August 31, Prime Minister Justin Trudeau made a special announcement that Canada has struck an agreement with two U.S. pharmaceutical companies (Johnson & Johnson and Novafax) for a guaranteed supply of the vaccines the companies develop (subject to approval of the vaccines by Health Canada). Earlier in August, similar deals were announced with Moderna and Pfizer. Unlike its allies in other wealthy countries, the Canadian government is not revealing how much it is paying or other details.]
